Major cities are not equipped to deal with large scale evacuations after a disaster. Although civilians receive help from first responders, emergency managers, and the military, the general chaos and confusion immediately following does not allow for efficient and effective evacuations. Destroyed communication, transportation, and infrastructure adds many levels of complexity.
